POLICY ON DATA SECURITY

The University of Hartford utilizes a number of computerized information systems designed to facilitate the task of managing the institution. There is a considerable amount of data on students, faculty, staff, alumni and institutional finances which represent a resource of considerable monetary and decision-making value as well as legal responsibilities for confidentiality and accuracy.
The data contained in the University’s administrative information systems is of a sensitive and confidential nature. The University recognizes its responsibility in protecting the systems and the data by instituting security measures consistent with our legal and ethical obligations regarding the use of the data as well as the accidental or intentional alteration or destruction of the data and the systems.
The administrative systems exist to facilitate the complex task of managing the University. This goal is realized only if the individuals who need to use these systems have access to them. Compliance with legal and ethical obligations can be insured only by consciously limiting access to the systems and all of the data. Such requirements can only be resolved by creating mechanisms which identify authorized users of the systems and the data contained within these systems as well as securing the equipment and data from environmental hazards, accidental loss, or intentional destruction.
All employees of the University are responsible for adhering to the approved procedures for system access, use, and security. They are accountable for their actions and are required to use these systems and the data as they would use any other valuable University resource.
Employees, authorized to access personally identifiable student, faculty, staff or alumni data or data on institutional finances, may not divulge this data to any other person, inside or outside the institution, unless the individual, to whom the data is divulged, is also authorized to use the data.
Employees cannot alter their own data records, even though they may have the authorization to change the data records of other individuals. If an employee has the need to change any of their own data records, the immediate supervisor must be asked to make the changes.
All individuals accessing the University systems have a unique ID and password which establish their system privileges. Passwords are confidential and may not be shared with any other individual.
Any employee who disregards the security procedures or policies will be subject to disciplinary action, the nature of which will be determined by the University administration and be dependent upon the severity of the violation and its resulting consequences. The University reserves the right to pursue whatever remedies are available in instances of violation of applicable local, state, and federal statutes. Those authorized to access the data are permitted to do so only in fulfillment of their job responsibilities and are held responsible for using this data only for University approved activities.
The protection of the University computerized systems and the data is a basic management responsibility. Managers are responsible for identifying and protecting these important assets within their assigned area of management control and ensuring that all employees understand their obligation to protect these assets. Managers are also responsible for implementing University defined security practices, noting any variances, and initiating any appropriate corrective actions.
